    Woolhouse’s (2010) central empirical finding is a relatively high correlation between his interval-cycle proximity (ICP) model and the theorist Walter Piston’s (1979) Table of Usual Root Progressions. The fit between these two models can be understood in terms of a classification of chord progressions by root interval class (second, third, fifth) and directionality (strong, weak). The ICP model does not perform as well on data on chord progressions in Tymoczko’s (forthcoming) corpora of music by Bach and Mozart. The alternative MHP model (Quinn, 2010) does not fit the Piston data as well as the ICP model, but it fits the corpus data better than the ICP model

    Moving Forward : Implementing The United Nations Guidelines For The Alternative Care Of Children

    The subject of constant and serious concern expressed by the Committee on the Rights of the Child over its two decades of work to monitor and promote the implementation of the Convention on the Rights of the Child. This concern is not only evident from the Committee’s findings when reviewing individual States’ compliance with the treaty’s provisions, but was also manifested clearly and in global terms when it decided to devote its annual Day of General Discussion to that issue in 2005. The Committee’s preoccupations are based on a variety of factors. These include: • the large number of children coming into alternative care in many countries, too often essentially due to their family’s material poverty, the conditions under which that care is provided, and the low priority that may be afforded to responding appropriately to these children who, lacking the primary protection normally assured by parents, are particularly vulnerable. The reasons for which children find themselves in alternative care are wide-ranging, and addressing these diverse situations – preventively or reactively – similarly requires a panoply of measures to be in place. While the Convention sets out basic State obligations in that regard, it does not provide significant guidance on meeting them. This is why, from the very outset of the initiative in 2004, the Committee gave whole-hearted support to the idea of developing the Guidelines for the Alternative Care of Children that would gain the approval of the international community at the highest level. The acceptance of the Guidelines by the UN General Assembly in 2009 signalled all governments’ general agreement that the ‘orientations for policy and practice’ they set out are both well-founded and desirable. Since that time, the Committee has been making full use of the principles and objectives established in the Guidelines when examining the reports of States Parties to the Convention and in formulating its observations and recommendations to them. As with all internationally agreed standards and principles, however, the real test lies in determining how they can be made a reality throughout the world for those that they target – in this case, children who are without, or are at risk of losing, parental care. Identifying those measures means, first of all, understanding the implications of the ‘policy orientations’ proposed in the Guidelines, and then devising the most effective and ‘do-able’ ways of meeting their requirements. Importantly, moreover, the Guidelines are by no means addressed to States alone: they are to be taken into account by everyone, at every level, who is involved in some manner with issues and programmes concerning alternative care provision for children. This is where the Moving Forward handbook steps in. As its title suggests, it seeks precisely to assist all concerned to advance along the road to implementation, by explaining the key thrusts of the Guidelines, outlining the kind of policy responses required, and describing ‘promising’ examples of efforts already made to apply them in diverse communities, countries, regions and cultures. I congratulate all the organisations and individuals that have contributed to bringing the Moving Forward project to fruition. This handbook is clearly an important tool for informing and inspiring practitioners, organisations and governments across the globe who are seeking to provide the best possible rights-based solutions and care for their children

This paper proposes that a Christian officer can satisfy all obligations by pursuing the work of their profession in a faithful manner through servant leadership. The tenets of servant leadership as described by van Dierendonck (2011) are compatible with Christian theology and Army doctrine, and avoid key pitfalls of transformational leadership

    The Yale-Classical Archives Corpus (YCAC) contains harmonic and rhythmic information for a dataset of Western European Classical art music. This corpus is based on data from classicalarchives.com, a repository of thousands of user-generated MIDI representations of pieces from several periods of Western European music history. The YCAC makes available metadata for each MIDI file, as well as a list of pitch simultaneities ( salami slices ) in the MIDI file. Metadata include the piece\u27s composer, the composer\u27s country of origin, date of composition, genre (e.g., symphony, piano sonata, nocturne, etc.), instrumentation, meter, and key. The processing step groups the file\u27s pitches into vertical slices each time a pitch is added or subtracted from the texture, recording the slice\u27s offset (measured in the number of quarter notes separating the event from the file\u27s beginning), highest pitch, lowest pitch, prime form, scale-degrees in relation to the global key (as determined by experts), and local key information (as determined by a windowed key-profile analysis). The corpus contains 13,769 MIDI files by 571 composers yielding over 14,051,144 vertical slices. This paper outlines several properties of this corpus, along with a representative study using this dataset

    A W:B4C multilayer phase retarder has been designed and characterized which shows a nearly constant phase retardance between 640 and 850 eV photon energies when operated near the Bragg condition. This freestanding transmission multilayer was used successfully to determine, for the first time, the full polarization vector at soft x-ray energies above 600 eV, which was not possible before due to the lack of suitable optical elements. Thus, quantitative polarimetry is now possible at the 2p edges of the magnetic substances Fe, Co, and Ni for the benefit of magnetic circular dichroism spectroscopy employing circularly polarized synchrotron radiatio

    Adapting the International System of Units to the twenty-first century

    We review the proposal of the International Committee for Weights and Measures (Comité International des Poids et Mesures, CIPM), currently being considered by the General Conference on Weights and Measures (Conférences Générales des Poids et Mesures, CGPM), to revise the International System of Units (Le Système International d’Unitès, SI). The proposal includes new definitions for four of the seven base units of the SI, and a new form of words to present the definitions of all the units. The objective of the proposed changes is to adopt definitions referenced to constants of nature, taken in the widest sense, so that the definitions may be based on what are believed to be true invariants. In particular, whereas in the current SI the kilogram, ampere, kelvin and mole are linked to exact numerical values of the mass of the international prototype of the kilogram, the magnetic constant (permeability of vacuum), the triple-point temperature of water and the molar mass of carbon-12, respectively, in the new SI these units are linked to exact numerical values of the Planck constant, the elementary charge, the Boltzmann constant and the Avogadro constant, respectively. The new wording used expresses the definitions in a simple and unambiguous manner without the need for the distinction between base and derived units. The importance of relations among the fundamental constants to the definitions, and the importance of establishing a mise en pratique for the realization of each definition, are also discussed

    No evidence for room temperature ferromagnetism in the high temperature metal-organic material: Ni2TCNQ

    The search for ferromagnetic organic-based compounds has been a particular challenge to both chemists and physicists over the past few decades. The synthesis of the Ni2A, where A is an organic acceptor; tetracyanoethene (TCNE), 3-dichloro-5,6-dicyano-1,4-benzoquinone (DDQ) or 7,7,8,8-tetracyanoquinodimethane (TCNQ) (Jain et al 2007 Nature 445 291), was reported to be a great advancement with claims that the ferromagnetism persisted to well above room temperature. There were, however some substantial flaws in the methodology associated with the synthesis and physical characterisation. Our work solely studies the Ni2TCNQ compound where we find no evidence for the existence of inherent ferromagnetism within the material that was reported in the original paper. Instead, we find that the magnetism is due to superparamagnetic nickel nanoparticles embedded in an amorphous matrix. It is hoped that our work will also show that one must be careful when using Ni(COD)2 as a precursor in the synthesis of magnetic materials and that the usefulness of the reported synthetic method is extremely limited

    Todays Global economy is putting a premium on the ability of companies and their professional employees to rapidly evaluate a broad range of decisions in collaboration with both existing and prospective supply chain partners. This includes the development, evaluation and refinement of product designs, the evaluation of alternatives sourcing options, the evaluation of requests for bids, etc. A key difficulty in supporting the collaborative development, evaluation and refinement of alternative courses of action across different organizations lies in the complexity of the solutions involved (e.g. complex production schedules spanning multiple organizations, complex product designs or configurations involving large numbers of parts and components that are procured from a number of suppliers, etc.). Given a growing and ongoing need to revitalize the accounting curriculum and explore eclectic methods to teach accounting information systems, real challenges and opportunities exist to import this material into the accounting systems classroom.The Business Process Integration Lab at Saint Josephs University has developed a prototype environment for collaborative development, evaluation and refinement of supply chain management scenarios (e.g. requests for bids, product designs, sourcing options). The environment relies on the use of Enterprise Resource Planning software, using SAP R/3 to streamline and integrate the supply chain. Through the use of application scenarios, students are able to develop a total understanding of the power of the ERP technology tool as a decision maker and problem-solver, while enhancing their knowledge of the system in modules such as Production Planning and Customer Order Management. It is possible to support powerful workflow management functionality in the context of both interactive and highly automated decision making processes. This functionality has been operational for some three years and is coordinated by senior level graduate and undergraduate students who develop and test the scenarios and assist other students as they navigate through the R/3 system
